Job Description:

Locum Senior Planning & Highways Solicitor

Local Authority – Yorkshire (Hybrid Working)

3 month rolling contract | £55–£65 per hour (Umbrella)

Full-Time (4-day compressed week considered)
 

Panoramic Associates is currently working with a Local Authority in Yorkshire seeking an experienced Locum Senior Planning & Highways Solicitor to join their legal team on an initial 3-month rolling contract while they recruit permanently.

This role offers hybrid working, with weekly on-site attendance preferred, though more remote arrangements may be considered for the right candidate.

 

Key Responsibilities:

  • Drafting and negotiating Section 106 Agreements and ensuring alignment with planning policy.
  • Providing legal advice and support on planning enforcement matters, including enforcement notices, breach of condition notices, and certificates of lawfulness.
  • Advising on highway adoption agreements (e.g., Sections 38 and 278 of the Highways Act 1980).
  • Supporting compulsory purchase orders (CPOs) and infrastructure-related legal processes.
  • Attending and advising planning committees on legal and procedural matters.
  • Representing the council in planning inquiries, tribunals, and court proceedings.

 

Essential Criteria:

  • Qualified Solicitor, Barrister, or Fellow of CILEX with a current practising certificate (England & Wales).
  • 7–10 years’ PQE, with demonstrable experience advising Local Authorities in planning and highways law.
  • Strong understanding of planning law and related legislation.
  • Experience in committee advisory work and public sector governance.
  • Confident advocate with experience representing clients in courts, inquiries, or tribunals (Higher Court experience desirable).
